This Friday (12), the president Luiz Inacio Lula da Silva signed the Provisional Measure establishing the National Pact for the Resumption of Basic Education Works. With an investment forecast of almost R$4 billion by 2026, the government wants to complete more than 3,500 infrastructure works in schools, which are paralyzed or unfinished throughout the country.
The action that was carried out in the city of Crato, Ceará, can create around 450 thousand vacancies in the public education networks in Brazil.

The national pact foresees the adoption of the correction of the values to be transferred by the Union to the states and Federal District by the National Construction Cost Index (INCC), an indicator that more accurately reflects fluctuations in the construction area civil. According to Planalto, almost all works that are paralyzed or unfinished had agreements signed between 2007 and 2016, which makes the adoption of the measure essential to make the resumption possible, since the accumulated INCC can reach more than 200%, depending on the period.
In addition, the MP provides for permission to transfer extra resources from the Union, even in cases where the National Fund for Development of Education (FNDE) has already transferred the entire value foreseen for the engineering work or service initially awake. Accountability remains mandatory, covering all funds transferred.
Unfinished or stalled works will receive more resources
The MP covers works that received funds from the FNDE under the Articulated Action Plan (PAR) and that are in status unfinished or paralyzed in the Integrated Monitoring, Execution and Control System of the Ministry of Education (Simec).
The completion of this set of constructions would add to the country more than 1,200 units of early childhood education, including nurseries and preschools; almost a thousand elementary schools; 40 vocational education schools and 86 renovation or expansion works, in addition to more than 1,200 new sports courts or court coverings.
24-month deadline for completion
After the renegotiation, the works benefited under the national pact will have a new deadline of 24 months for completion, which can be extended by the FNDE for the same period, only once. The measure can contribute significantly to improving the country's school infrastructure and, consequently, the quality of education offered to students.
