On Wednesday, May 31, the Ministry of Education (MEC) released the criteria that will be used in Brazil to determine whether a child is literate.
Previously, assessments by the National Basic Education Assessment System (Saeb) did not provide a precise definition of literacy. Because of this, MEC established a new reference criterion in Saeb, defining a cut-off point of 743 points.

It is important to point out that a new test was not applied to establish this cut-off point, because, only at the end of this year, a new assessment will be carried out based on the new parameters, providing a clearer view of children's literacy at the moment.
Literacy data in Brazil is among the worst
Camilo Santana, the Minister of Education, expressed his indignation in relation to the results of the national and international evaluation, pointing out that the current situation is a source of shame for the country. Many cases are even under the strong influence of the pandemic, as children have had their literacy postponed.
With the data in hand, the minister specifically mentioned the results of the PIRLS assessment, which examines the reading ability of children in the 4th grade, which is showing Brazil with an unfavorable performance in the last positions.
Now, 7-year-old children, in the 2nd year of elementary school, are expected to be able to write notes, as well as read simple texts, strips and comics. Based on the new MEC measure, about 56.4% of 2nd year students in Brazil, in 2021, were illiterate.
With this, children need to identify information that is explicit in the text. Remembering that, certainly, would be basic information about the indicated text.
According to researchers from Inep, children are expected to understand the relationships between sounds and letters, going beyond the recognition of isolated letters and small sentences. The text itself will be the focus of the literacy assessment and what the child can extract from it.
