According to Mandel, the answer lies in the application of a strategy based on simple mathematics. The Romanian economist devised a meticulous method for selecting lottery numbers, taking into account probabilities and statistics.

With the support of a group of investors and a syndicate called the International Lotto Fund, the winner directed its strategy towards 14 different lotteries around the world. He has established partnerships to increase his chances of winning, seeking to maximize his returns at every opportunity.

Mandel shared his approach in an interview posted on YouTube, in which he highlighted the theory behind his method. According to him, theoretically, anyone, including high school students, could buy all possible combinations of lottery numbers.

Stefan Mandel and his team focused their efforts on a specific lottery in the state of Virginia in the United States. They calculated that there were a total of 7,059,052 possible combinations, due to state rules that allowed you to choose six numbers between one and 44. Those odds looked extremely favorable to them.

An additional perk offered by the Virginia lottery was the option to print tickets at home instead of purchasing them at a brick-and-mortar store.

Taking advantage of this facility, he and his team assembled 30 computers and began generating every imaginable combination of numbers.

In February 1992, the strategy of Stefan Mandel and his team to print all tickets possibilities for the Virginia lottery won them more than just the $27 jackpot prize millions. They also won $900,000 in additional prizes for second, third, fourth, and so on.

Mandel's remarkable achievement attracted a great deal of attention and suspicion. Fourteen international agencies, including the CIA and the FBI, launched investigations into Mandel and the International Lotto Fund, the syndicate he had created to finance his endeavors.
