How is the labor market for PCDs?

It can be seen that, in Brazil, companies who work directly in various sectors of society have immense difficulty in meeting the quota provided for in Law no. 8,213, of July 24, 1991, which promotes the hiring of People with Disabilities (PCDs).

In this sense, in the State of Goiás, for example, according to official information made available by the INSS about people with PCDs, the following data are available: in 2017, 471 policyholders; in 2018, 565 policyholders; in 2019, around 442 policyholders.

Thus, if Goiás has only 200,000 active workers in the service sector, how to reach this population to meet PWD quotas in all companies in the territory national?

In addition, this reality was confirmed during the Job Fair for PCDs, which was held by the cleanliness and conservation and private security sectors in July 2022. Approximately 368 vacancies were offered for PCDs. However, only 36 people attended, and only 14 of these candidates were hired and are already working in eight companies. In view of this, in order to comply with the law, it is necessary for this public to occupy between 2% and 5% of the job vacancies.

However, demand is much greater than supply, taking into account three sectors: public transport, cleaning and private security. In the case of Goiás, there are approximately 63 thousand workers. “Today we don't have a sufficient number of PWD professionals who are interested in vacancies and there are no professionals available, qualified and/or rehabilitated by the INSS. We don't have a fair path to follow”, vents Paulo Gonçalves da Silva, president of the Union of Cleaning, Conservation, Urban Cleaning and Labor Outsourcing Companies in the State of Goiás (SEAC-Goiás).
