To the airline tickets R$ 200 already have a date to arrive: the Voa Brasil program will start in August this year. However, the measure, at first, will be intended for retirees who earn up to two minimum wages.
The program was announced on March 13 of this year by the Ministry of Ports and Airports, Marcio França. Thus, since then, they have continued to study the feasibility of guaranteeing this airfare price for some groups in addition to retirees: students and civil servants.

The central idea of this program is to offer promotional prices on dates and times of lower demand – such as, for example, from Monday to Thursday.
Understand why the first group will be retirees
According to Juliano Normal, Secretary of Civil Aviation, the idea of choosing retirees is to test the functionality of the program. This is because, as they do not work more, they are more available to travel in low season.
Thus, these cheaper tickets will be available in a specific tab on the airlines' websites. However, this program will not receive any financial support from the government, it will only be heavily publicized through the National Civil Aviation Agency (Anac).
Another idea of the government is to include in this initiative low-income families, registered in the Cadastro Único, and who earn up to half a minimum wage. At this first moment, the companies that agreed to participate in the program are: Gol, Azul and Latam.
How the program will work
According to Normal, the expectation is that beneficiaries will be able to buy up to 2 tickets per year at R$ 200, with the right to a companion. These tickets can also be paid in up to 12 installments by Caixa Econômica Federal or Banco do Brasil.
In this way, they are focusing mainly on the idleness rate of the airlines, occupying around 5% of the free seats – so that, after the test phase, it will be 10%.
The proposal goes further: the idea is to get promotions and partnerships with hotels, inns and car rental companies, so that customers have good experiences and conditions to travel in the low season.
