In the Chamber of Deputies, a Bill (PL) is underway that seeks to improve access to the National Driver's License (CNH) for people with deficiency visual.

The aforementioned project, called PL 2902/21 and proposed by federal deputy Kim Kataguiri (União Brasil/SP), proposes changes to the Code of Brazilian Trânsito (CTB) with the aim of ensuring that individuals with visual impairments can obtain a CNH through the use of technologies assistive.

In essence, the PL promotes the use of resources such as, for example, telescopic glasses equipped with bioptic technology during the qualification process for candidates with visual impairments.

The author of the initiative stated that this type of mechanism is already being used in other countries and, if implemented in Brazil, will provide equal conditions for individuals with visual impairments during the process of obtaining driver's license

“Bioptic driving is already a reality in several countries, guaranteeing the right to mobility for individuals with low vision or subnormal vision. The system allows them to obtain autonomy to drive on equal terms, optimizing their visual acuity”, highlighted Kim Kataguiri.

The processing of the Bill takes place through a conclusive process, which means that it is not necessary to go through a vote in plenary. Approval depends solely on the designated committees.

Briefly, the PL of deputy Kim Kataguiri aims to establish that the National Traffic Council (Contran) regulates the use of bioptic glasses equipped with telescopic lenses during the process of obtaining the driver's license

In this way, visually impaired individuals would receive automatic assistance and state resources, not being more excluded due to difficulties encountered during driving lessons and goal tests, for example.

Although it was created almost two years ago, the bill only reached the Chamber of Deputies' Road and Transportation Commission in the second week of this month. Now, it will be forwarded to the Constitution, Justice and Citizenship Commission (CCJC).

It is important to remember that the CCJC is the last stage of the proposal's processing in the Chamber of Deputies. The project will then proceed to approval by the Federal Senate and, subsequently, to sanction or veto by the President of the Republic.

If approved, the proposal will take effect within 120 days. During this period, the National Traffic Council (Contran) will also need to adjust regulations and the national process for obtaining a CNH.

Once approved, PL 2902/21 will bring significant relief to countless Brazilian citizens who have some degree of visual impairment, but wish to obtain their driving license.

To get an idea of ​​the scope of this impact, statistics from the Brazilian Institute of Geography and Statistics (IBGE) reveal that about 18.6 million individuals in Brazil have some type of limitation visual.

Among them, approximately 0.3% of the population suffers from total loss of vision, totaling a group of 506 thousand people.

With the opportunity to use technologies that help in the process of obtaining a CNH, many individuals with less accentuated visual impairments will be able to obtain their license without facing obstacles unnecessary.
