National LGBTQIA+ Alliance questions IBGE guidelines

Last Sunday (12), the National Alliance LGBTQIA+ commented on the decision of the Brazilian Institute of Statistical Geography (IBGE) regarding the non-inclusion of sexual orientation and gender identity issues in the 2022 Census.

The organization questioned, through a note, the reasons given by the body to justify the non-inclusion. According to the agency, the sudden inclusion could significantly reduce the productivity of the census takers.

The Alliance confirmed that “for 22 years, since 2000, the Grupo Gay da Bahia (GGB) and other civil human rights institutions have been demanding the inclusion in the Demographic Census of questions that generate statistics about the LGBTIQIA+ population”, which would not be something sudden, as alleged.

According to the organization, the information is essential to inform the formulation of public policy aimed at the LGBTQIA+ community, highlighting transgender individuals who are historically marginalized.

“The IBGE declared that if the inclusion of this information is determined, the 2022 Census will have to be postponed, bearing in mind that, according to the agency, the increase in federal resource costs can reach approximately R$ 2.3 billion. LGBTQIA+ people also pay taxes and tributes and deserve to have their constitutional rights respected”, says the Alliance in a note.

For the IBGE, “to insert such questions in a Demographic Census at the last minute without previous studies, tests and training, would be to ignore the complexity and rigor of an operation continental scale census, as is the case of the Brazilian one, whose discussion and elaboration of the questionnaires and successive planning and preparations began in 2016”, explained the Institute.

The Alliance confirmed that the decision "seems to be more of a political nature than operational or methodical issues", and that “Including fundamental data to guarantee protected human rights is an obligation of the State, as determined by our Constitution Federal".
