Therefore, one day after the news of the increase, on the following Tuesday, the National Confederation of Municipalities (CNM) gave a statement criticizing this readjustment, advising municipal managers to ignore the increase announced by the government for the second year consecutive.
In the words of CNM president Paulo Ziulkoski: “The impact makes it unmanageable. We are advising the municipalities not to grant it, however important we understand it. This amount makes education in Brazil unfeasible. Then we will see the MEC presenting great projects to save education in Brazil while taking this value away from the municipalities”.
Despite the statement, Ziulkoski demonstrated that he was aware of the importance of the increase, saying that: “It is important, yes, the floor, but we know that it is not like that [that it should be granted]. You have to have the ground, you have to value teaching, but not like that”.
In this way, according to the CNM, the expenses derived from such an adjustment can negatively impact the educational management of the country, as well as worsen the situation municipalities, since – according to an estimated calculation released by Paulo Ziulkoski – the readjustment would cost municipalities BRL 19.4 billion per year.
In addition, they also allege that this change in the value of the base salary for basic education teachers has no basis legal, since, according to experts from the confederation, the criterion that was used is no longer valid since the beginning of the term of the law that established the new Fund for the Maintenance and Development of Basic Education and the Valuation of Education Professionals (Fundeb).
The criterion used to readjust the wage floor of these professionals is the comparison of the annual value for each Fundeb student in the last two years. In relation to 2021 and 2022, the variation was 14.95%, a value that the Federal Government used to grant the readjustment.
According to the CNM, this increase should follow the National Consumer Price Index (INPC) accumulated in 2022, which is only 5.93%.
