Anatel's explanation
In 2013, the National Telecommunications Agency (Anatel) decided to make these telephone access codes available, inspired by an international format, due to the realization of the world Cup and the Olympic Games at the time.
Since then they are active and free.
What happens when you call 911 in Brazil?
The number 190 can still be used to call the Military Police, as before. However, the numbers 911 and 112 also work to activate the police service, but only for calls made from cell phones, it is not possible to call from landlines.
This measure was adopted mainly to assist tourists who may not know the emergency number 190, allowing them to be answered if they call 911, which is the number commonly used in other countries.
As for telephone operators, Anatel requires them to inform the geographic location of the user if they call any these two numbers, so that the calls can be traced in case the person is in danger of life, as in cases of violence.
The service is carried out in Portuguese, but if the attendant realizes that the user does not speak the language, he will transfer it to someone who can communicate, at least, in English.
