President Luiz Inacio Lula da Silva sanctioned the National Digital Education Policy (Pned), which was approved last year by the National Congress. The law was published in the Official Gazette last Wednesday (11).
The law originated in the Chamber of Deputies in September 2020, while the country was facing the Covid-19 pandemic. The author of the text is deputy Ângela Amin (PP-SC) who observed the proportion that technologies took on society during the pandemic period. The deputy's justification, focused on the schools, pointed out that children are born into this environment and need to know how to use the appropriate resources.

The National Policy on Digital Education guarantees access to digital resources in education, providing schools in vulnerable situations with the necessary conditions to guarantee education through digital. The text of the law shows that operations will be carried out, through programs, such as actions and projects between governments so that the law is enforced.
There will be leverage between municipalities, states and other government sectors, such as the Federal District and the Union, to ensure the functioning of these policies.
The four axes of Pned are:
- Digital inclusion;
- Digital education in schools;
- Specialization and digital training in schools;
- Research and development in information and communication technologies.
The actions that were guided by the text of the law foresee that training will be carried out so that there is greater digital, information and media competence, as well as awareness of the rights to use of these tools.
MEC decision
The law that was established received vetoes indicated by the Ministry of Education (MEC), which will be reassessed by the National Congress. The text of the law foresaw the intention of promoting education and digital literacy, also teaching children and adolescents the computational area.
It was expected that digital resources could be part of the national curriculum for Elementary and High School. However, the MEC informed that, in order to compose the national curriculum, approval by the National Council of Education and by the MEC itself will be required.
