Project that guarantees salary floor for early childhood education corrects historical debt

Repairing a historical debt, the country's early childhood education teachers must, like the other categories, begin to rely on the base salary of basic education. This is what defines the bill (PL) 2,387 of 2023, which aims to include these educators in the public teaching career, in turn, established by Law 11,738, of 2008.

Currently, as they were not expressly mentioned in the referred law, such masters have their floor conditioned independently and in absentia of the municipal administrations.

Discrimination is the word used, in the face of this injustice, by the author of the project, the deputy Professor Luciene Cavalcante (PSOL-SP), when arguing that many very early childhood educators (in the range of 0 to 3 years old) have their rights impaired because they are not framed in the career of magisterium.

“It is true discrimination against professionals who deal with education, a moment of human development. They deserve the same recognition as other teachers”, charged the parliamentarian, in a speech in the Plenary of the Chamber of Deputies. Proceeding conclusively in the Chamber, the project should now be analyzed by the Education and Constitution and Justice and Citizenship committees in the coming days.

According to the text of the legislative matter, “teachers of early childhood education are considered to be educators who exercise teaching functions, with training in the teaching or in a higher level course and approved in a public contest, definitions established in the Law of Guidelines and Bases of National Education (Law 9.394), from 1996.

old fight – The struggle of early childhood education teachers for respect and recognition is old, as these professionals live daily with overwork, devaluation, role deviation, precariousness, low wages and illness.

As an example, on average, a teacher in this segment – ​​which corresponds to the first stage of basic education – earns around R$ 13.00 per class hour. This level is even more precarious if the work is carried out in one of the more than 200 schools associated with the city of Porto Alegre which, even requiring a degree in Pedagogy, pays the category with the floor of R$ 9 per hour/class, as the contract is not as a teacher, but as an education technician childish.

“These are salaries that do not reach R$ 1,800 for 44 hours a week and we know that the workday often exceeds that”, calculates the director of the Teachers Union (Sinpro/RS), Margot Andras. In this condition are also six professionals who serve as a class reference (graduated in Pedagogy), who work at the Instituto de Educação Infantil Vovó Belinha, which has an agreement with the city hall of the capital gaucha.

Despite higher education, these professionals earn technician salaries, are not recognized as teachers, nor can they be represented by the teachers' union, but by an entity linked to recreation and assistance, which does not provide them with any possibility of negotiation wage.

In the opinion of Vovó Belinha's pedagogical coordinator, Cíntia Mattos, who has worked in the area for over 20 years, this is a unacceptable situation since the mid-1990s, when training in the area of education. “We are no longer aunts and are teachers by training”, she corrects. As a reinforcement to the search for recognition, Cíntia points to the creation of the “Professor yes, technician no” movement, which has been strengthening since the beginning of the year. “Keeping teachers with this nomenclature of technician is a subterfuge to not pay what is rightfully”, concludes the coordinator.
