However, this was a project that the Covid-19 pandemic also postponed. At the Commission, experts argued that these professionals should have specific training to work in the educational field.

The discussion was requested by Deputy Rafael Brito (MDB-AL) and aimed to address the implementation of the law foreseen in 2019, which makes it mandatory to hire these professionals in all public education networks basic.

Raquel Guzzo, a member of the Federal Council of Psychology, highlighted, during the public hearing at the Education Commission of the Chamber of Deputies, that specific training to work in the educational area is essential for psychologists and social workers who work in schools.

The role of psychologists and social workers in schools requires specific training that considers educational contexts and educational policies.

Guzzo stressed the importance of not simply changing clinical practice to the school environment. According to her, it is fundamental to understand the particularities of the educational context for an adequate performance.

For the expert, only 85 municipalities have complied with the legislation so far.

Law finds it difficult to be established due to the budget

According to Alessio Lima, vice-president of the National Union of Municipal Education Directors (Undime), a of the main challenges for the implementation of the law is the necessary budget for the payment of the new professionals.

He pointed out that around 50% of basic education schools are municipal and that more than 1,200 municipalities have a population of less than 5,000 inhabitants, with some having less than a thousand students in their education networks.

This budget issue has been an obstacle to hiring psychologists and social workers in schools, as provided for by law.
