Recently, an initiative by the Federal Government to welcome homeless people was announced and published. With the name of Warm Winter Operation, the measure will serve the South and Southeast regions of the country in 2023.
During the last few years, the number of homeless people has increased in all Brazilian cities. Therefore, the government wants to join forces with Brazilian municipalities and civil society organizations to create actions effective guidance and assistance to the population in social vulnerability, especially during the colder seasons of the year.

During winter, as described in Official Diary of the Union, the municipalities will have access to resources through transfer contracts and agreements.
With the measure, it is expected that new social assistance projects are carried out by cities. Another expected result is the expansion of actions by social movements and other entities that participate in reception and social assistance.
What are the main objectives of the government initiative?
According to Ordinance nº 383 (June/2023), of the Federal Government, the government's action wants to offer resources and encourage social assistance initiatives to prevent and welcome vulnerable people during the winter. Thus, the decree determines that the actions of municipalities must:
- Stimulate actions by public bodies;
- Guiding the population about health care and service networks;
- Prevent the illness and death of homeless people during low winter temperatures;
- Articulate educational activities on human rights.
Thus, the Directorate for the Promotion of the Rights of the Homeless Population will be the department responsible for coordinating and evaluating the actions that will be carried out in the municipalities.
The government's proposal comes to offer more participation of the Public Power and awareness of the population about the need to welcome and support the homeless population.
The program will work through partnerships and public agreements, offering, for example, temporary shelters, food, medical assistance, psychological support and reinsertion programs in the job market. In addition, the campaign wants to encourage educational activities and guidance that can contribute to social reintegration.
