enact is the action of making something public knowledge, term used when a law or decree comes into effect in practice.
The enactment of a law consists in recognizing its authenticity, that is, the condition of recognizing it as an obligation that must be fulfilled by everyone.
After enacting a law, the legislature must publish it. Normally, for the law to become officially valid, it must be specified in the Official Gazette of the Union, State or Municipality (depending on the sphere of power that issued the law).
Etymologically, the term “to enact” originated from the Latin promulgate, enact, which means “make known” or “make publicly known”.
Among the most common synonyms used to promulgate, stand out: expedite, proclaim, declare, publish, decree, advertise, disseminate, spread and propagate.

Granting is the act of granting something, such as powers, conditions, favors, titles, positions, and so on.
This is also a term widely used in the legal field, referred to as an action of intervention of interest in relation to something.
Example: "The judge granted the request to revoke the mandate of the accused”.
Enact and sanction
Sanctioning is seen as the act of formally approving a law, a bill, a decree, and so on.
After the enactment of a law, the next step consists precisely in its enactment and, finally, publication.
