Contingent excess is an expression that has the meaning of "excess". In this case, the word contingent refers to a specific group of people, that is, when there is a overcrowded in relation to a certain number of vacancies.
Over quota happens when there is a number of vacancies that must be filled in a situation, such as in a competition, for example. When vacancies are filled, the remaining persons who have not filled the vacancies are considered over-contingent.
Excessive military service contingent
The term excess of contingent is well known in relation to compulsory military service, especially in reference to the period of military enlistment that takes place each year.
The contingent, in this specific case, refers to the group of men who enlisted to do compulsory military service in the corporation in one year.
When all vacancies for the year are filled, enlistees who have not been called up for military service are dismissed. The justification in the Certificate of Exemption from Incorporation (CDI) is described as dismissal for excess of contingent.
In military service, the expression contingent is also used to refer to a group of soldiers.
Example: "Boarding of the 26th began Quota Brazilian who will serve in the United Nations Stabilization Mission in Haiti".
In addition to dismissal for excess of contingent, dismissal can also occur in other situations. For example: when the young person is responsible for the support of his family or has a physical limitation or disability.
Depending on the reason for the waiver, the CDI may contain the justification for excess contingent, as is the in the case of enlisted persons who are dismissed for being declared incapable in relation to a condition of health.
Can those who have been dismissed for overstaffing be called up for military service?
The law that regulates the operation of military service (Law No. 4,375/64) defines that a man who has been dismissed due to an excess of contingent can still be called up for military service.
The call can take place until December 31 of the year defined for the provision of military service for your age group.
Medicine, dentistry, pharmacy and veterinary students
Law No. 5.292/67, which deals with the provision of military service in these cases, provides that students of medicine, dentistry, pharmacy and veterinarian who are dismissed due to excess of contingent may be called up for military service after they finish the course.
In this situation, the provision of compulsory military service must take place in the year following the completion of the course.
The law defined that these students must present themselves, obligatorily, to participate in the selection process during the last year of the course.
