Resounding refers to a sound that resounds, that echoes. It can be a scream, a ringing, an explosion or any noise that is very loud, resounding and echoing. For example, "the resounding beat of the drums".
Figuratively speaking, resounding is a term that can be associated with something that resonates, something spectacular or impressive. For example, "a resounding news", "a resounding success", "a resounding presentation" etc.
In the Brazilian National Anthem, the expression "resounding cry" appears in the first stanza:

O Brado Retumbante is the title of a Brazilian miniseries that debuted for the first time on February 17, 2012 on Rede Globo de Televisão. The eight-episode miniseries was written by Euclydes Marinho (with the collaboration of Nelson Motta, Guilherme Fiuza and Denise Bandeira).
O Shout Retumbante tells the story of a man who assumed the presidency of a fictitious country and the scandalous facts that are part of his political and personal life.
