Government launches program to combat fraud in education funds


The National Education Development Fund (FNDE) launched its integrity plan. The initiative brings together a set of measures to monitor the agency's activities with the objective of preventing and combating irregularities, as well as corrupt practices.

One of the fronts of action will be the training and awareness of servers. Another effort will be to establish a risk management and internal controls policy.

At an event today at the organization's headquarters to discuss the initiative, the Minister of the Comptroller General of the Union (CGU), Wagner Rosário, highlighted the need for the teams adopt the plan in practice and apply the measures foreseen as the most effective way to oversee the fund's activities and financial transfers to combat irregularities.

“No one, not even the CGU server, will know the risks more than you will. We can act as an advisor of the model, as a person who will dictate how the system works, but we will not have the level of knowledge that you have in your area”, said Rosário.

Education Minister Abraham Weintraub emphasized the importance of pursuing integrity in ministries. “The fight against corruption and the search for efficiency, one thing feeds the other. The more control, the more transparency, the more institutionality, the better management and efficiency. We have to have strong institutions”, he defended.

Federal Executive

The adoption of the integrity plan by the FNDE is part of the general program of the Federal Executive. The initiative called for all public administration bodies to implement plans and measures by March of this year. These include ombudsman systems, flows for receiving and forwarding complaints, adoption of mechanisms to monitor irregularities, such as nepotism.

According to Wagner Rosário, the Esplanade lacks a ministry to fulfill the established goal. Of the total of federal public agencies (187), 52% created their plans. In addition to the plans by the bodies, the minister informed that the CGU has been monitoring bids through artificial intelligence systems.

States and Municipalities

The head of the CGU highlighted that in addition to the federal government, another challenge is to implement measures of this type in states and municipalities. One measure taken by the CGU was to make an ombudsman system available to these bodies, which was done in more than 800 public institutions in these spheres of the federation.
