According to the UN (United Nations), in its report released in November 2010, the Brazil remained in the group of countries with "high human development". Since the evaluation of the HDI (Human Development Index), in the 1990s, this is the second time that the country is part of the group of nations with these characteristics.

The Lula government and its supporters commemorated this constant growth in the national HDI average, however, the authors of the survey viewed this process more prudently, as some Latin countries, such as Argentina, Chile and Mexico, have long surpassed the Brazilian HDI.

Despite the slight growth, Brazil achieved improvements in the social indicators that make up the HDI, with the exception of the adult illiteracy index, the country grew economically, promoting a certain improvement in the population's quality of life, in addition to the population's life expectancy. high. Economic growth, in turn, is evident: GDP per capita data increased by around 4% from 2008 to 2009.

The HDI assesses the achievements of all countries in three main sectors: health, knowledge acquisition and quality of life. The first assesses life expectancy rates, the second is assessed using the average number of years of study at the adult population and through the expected number of years of schooling (how long a child will stay registered); the third corresponds to the Gross National Income (GNI) per capita, which evaluates practically the same aspects that the GDP per capita, but the GNI also considers the financial resources from the outside.

For a country to fit into a group, it is necessary to assess the HDI. Human development is classified as follows: very high, high, medium, low.
