Chico Mendes Institute for Biodiversity Conservation

Provisional Measure No. 366, of April 26, 2007, and Law No. 11,516, of August 28, 2007, were created in order to provide for the creation of the Chico Mendes Institute for Biodiversity Conservation, ICMBio, an autarchy linked to the Ministry of the Environment and member of the National Environment System (Sisnama). The name is a tribute to Francisco Alves Mendes Filho, a rubber tapper who fought expressively in favor of the conservation of the Amazon and was cowardly murdered at the behest of two farmers in the region.
The ICMBio creation project was approved by the Senate on August 7, 2007, which is the result of a dismemberment of the Brazilian Institute for the Environment and Renewable Natural Resources (IBAMA), which took place during the administration of Marina Silva, when she was Minister of the Environment Environment.
According to the aforementioned Law, the Chico Mendes Institute for Biodiversity Conservation is responsible for the Conservation Units established by the Union, for the definition and application of strategies for the protection of threatened species, for supporting the RPPNS (Private Natural Heritage Reserves), for the execution of policies related to the use of renewable natural resources, including the work with the traditional populations that are found there and related to the environment; promote and execute programs related to sustainability and environmental education; and promote and execute programs related to ecotourism practices in Conservation Units that allow such activities to be carried out.


Thus, the creation of this body, headquartered in Brasília, was able to promote greater efficiency in the analysis of environmental licenses (IBAMA) and protection of Conservation Units (ICMBio); but without excluding IBAMA's environmental police power.
